Become a Council Member of the Maryland Statewide Independent Living Council (MSILC)

Are you passionate about disability rights, systemic change, and equal access? Do you want to be a leading voice in shaping statewide policies that impact the lives of Marylanders with disabilities?

The Maryland SILC is seeking dedicated, forward-thinking individuals to join our Council. If you believe in equity, self-determination, and the power of community, we need your unique perspective.

Who We Are & What We Do

The Maryland Statewide Independent Living Council (MSILC) is an independent, Governor-appointed council dedicated to advancing the Independent Living philosophy across our state.

Unlike organizations that provide direct, day-to-day individual services, the SILC focuses on the bigger picture. We engage in high-level systemic advocacy, strategic planning, and policy tracking to tear down barriers and expand opportunities for the entire disability community.

Our Core Mission

  • The State Plan (SPIL): We co-author and monitor the State Plan for Independent Living—the foundational roadmap that determines how federal and state resources are used to support independent living in Maryland.
  • Systemic Advocacy: We amplify community voices, track vital legislation, and educate policymakers to ensure Maryland laws protect and advance disability rights.
  • Data-Driven Impact: We host Town Halls, launch statewide Needs Assessments, and gather real community stories to influence systemic change where it matters most.

Why Your Voice Matters

By federal law, the majority of our Council members must be individuals with significant disabilities. This ensures that our advocacy is always driven by the principle of “Nothing About Us, Without Us.”

As a Council member, you will collaborate with advocates, state leaders, and community partners under a unified vision: One Heart, One Voice, One Purpose. Your lived experience and professional insights will directly influence statewide decisions for years to come.

Who We Are Looking For

We welcome applicants from all regions of Maryland, diverse backgrounds, and various areas of expertise. We are especially looking for individuals who are:

  • Individuals with disabilities passionate about systemic change.
  • Representatives from organizations that advocate for individuals with disabilities.
  • Tribal leaders, parents, guardians, or private business representatives committed to disability inclusion.
  • Critical thinkers ready to participate in quarterly meetings, committees, and community outreach.

Ready to Make a Difference?

Your leadership can help build a more accessible, inclusive Maryland.
