The SPIL is a federally mandated 3-year strategic blueprint created jointly by the Maryland Statewide Independent Living Council (SILC) and Maryland’s Centers for Independent Living (CILs).
Maryland State Plan for Independent Living
Approved by the Administration for Community Living (ACL) under the U.S. Department of Health and Human Services, this plan governs the allocation of Title VII federal independent living funds and state general appropriations.
Core SPIL Goals & Deliverables
The Outcomes Committee and Full Council actively track performance metrics across five primary goal areas.
Accessible & Affordable Community Housing
Collaborate with the Maryland Department of Housing & Community Development (DHCD) to expand accessible housing vouchers, enforce universal design standards, and expedite home accessibility modifications.
Statewide Multi-Modal Accessible Transportation
Partner with MDOT and rural transit agencies to eliminate transit deserts, enhance paratransit reliability, and establish cross-county transit connectivity.
Youth Leadership & Institutional Transition
Empower youth with disabilities through peer mentoring, post-secondary transition coaching, and facilitate transition out of nursing facilities into independent community homes.
Inclusive Emergency Management & Disaster Preparedness
Integrate disability accommodations, accessible alerts, and power-dependent medical backup plans into county and statewide emergency operations centers (MDEM).
Network Capacity & Grassroots Advocacy Expansion
Strengthen funding, technological infrastructure, and leadership training for Maryland’s 7 Centers for Independent Living and consumer-led advocacy coalitions.

The Maryland SILC welcomes public comments and proposed amendments to the SPIL year-round. Public listening sessions are scheduled quarterly, and written testimony can be submitted directly to our Executive Director.
