Addendum to Outcomes Agenda June 16, 2025:
Budget update does not suggest federal cuts!
The detailed budget document for the President’s Fiscal Year 2026 proposal for the new Administration for Children, Families and Communities (the new name for ACF once ACL is subsumed) is finally out. $ for SILC and CILs is on approx p 237
1. It confirms that all of the aging and disability programs are going to ACFC and not being spread across all of the agencies. (This is a really important win and a result of advocacy.)
2. This document provides individual program level funding. There are several places where you can now see proposed reductions (ranging from small to some quite substantial). Those include falls prevention program, Title VI Native American Elders program, Alzheimer’s programs, DD Councils and NIDILRR.
3. There are some programs with proposed increases, including the Elder Abuse Prevention and Elder Rights Activities and the Independent Living State Grants. On the IL State Grants, it specifically notes that the increases can be used (at a state’s discretion) for the disability programs that are being eliminated.
4. It confirms the proposed elimination of several disability programs. This includes the University Centers for Excellence in Developmental Disabilities, Projects of National Significance, Limb Loss Resource Center, Paralysis Resource Center, and Voting Access for People with Disabilities. (We know from the Budget In Brief that the Chronic Disease Self Management Education Program is proposed to be eliminated but it isn’t specifically mentioned here).
